Who is DLRS and What Does a Land Record Assistant Do? (Simple Explanation)

DLRS stands for Directorate of Land Records & Surveys, Assam. This office keeps and updates the official records of land — who owns which piece of land, village boundaries, and land maps — across the state. A Land Record Assistant (LRA), earlier also known as “Lat Mandal”, is the person who works at the ground level to survey land, measure it, and update these records. Eligibility Criteria — Simple Explanation

• RCCC Training (Compulsory): You must have completed the 6-month Recorders Certificate Class Course (RCCC) at the Assam Survey & Settlement Training Centre, Dakhingaon, Guwahati-40, and passed both the Survey and Settlement subjects in the official result declared by the Director of Land Records & Surveys before 13 August 2026
• This is not open to everyone — if you have not completed RCCC training already, you cannot apply for this recruitment, no matter what other qualifications you hold
• Computer Typing Skill: You must be able to type at least 30 words per minute in English and 15 words per minute in Assamese or Bengali
• Base Qualification: The notification does not list a separate degree requirement — but you will need your Class X/XII certificate as proof of date of birth, and marksheets from HSLC onward at the time of document verification

What is RCCC Training? (Background Info)

RCCC (Recorders Certificate Class Course) is a special 6-month training course run at the Assam Survey & Settlement Training Centre (ASSTC) in Dakhingaon, Guwahati. This centre has been training Assam’s revenue and survey staff since 1989, and it is a well-known survey training institute in the state. During RCCC, trainees learn both traditional survey work (chain survey, compass survey, plane table mapping) and modern survey technology (Electronic Total Station, GPS positioning, and GIS-based digital land mapping). This training is needed because the LRA job directly deals with sensitive land ownership records, village boundary maps, and Assam’s digital land record system called Dharitree.
