What Does a Civil Judge Do? (Simple Explanation)

A Civil Judge (Junior Division) is the entry-level judge post in the state judicial service — this is the post a fresh law graduate joins the judiciary through, before being promoted to higher judicial posts over the years. A Civil Judge hears and decides civil cases (property, contract, family disputes, etc.) in lower courts. This recruitment fills vacancies in two ways: Direct Recruitment (96 posts) is open to eligible law graduates from outside government service, while Recruitment by Transfer (23 posts) is reserved for certain existing court/government staff (like Section Officers, Senior Assistants, or Assistant Public Prosecutors) who already hold a law degree and meet the service conditions.

Note: The BC-E vacancy depends on the outcome of a pending Supreme Court case (Civil Appeal Nos. 2628-2637/2010). The High Court can increase, reduce, or cancel vacancies at any stage of the process.

Eligibility Criteria 2026

For Direct Recruitment:

  • Candidate must hold a law degree, obtained in the one year preceding the notification date (as per the Supreme Court’s Bhumika Trust vs Union of India judgment, dated 21.08.2026, and pending amendments to the AP State Judicial Rules, 2026)
  • Must be of good character and free from any physical/mental condition that makes them unfit for the post
  • Must not currently be in the service of the Government of India or any State Government
  • Must be an Indian citizen

For Recruitment by Transfer:

  • Must hold a law degree from a university established by law in India
  • Must be a confirmed member or approved probationer in specific court/government posts — for example, Section Officers, Court Officers, Personal Secretaries, Senior/Junior Assistants in the High Court or District Judiciary of AP, Assistant Public Prosecutors, Section Officers in the Law/Legislature Department, or Managers in the offices of the Advocate General/Government Pleaders/Public Prosecutors
  • Candidates facing disciplinary proceedings or undergoing punishment are not eligible

Who Cannot Apply: Candidates who were dismissed or compulsorily retired from government/judicial service, convicted of an offence involving moral turpitude, debarred by the High Court/UPSC/any State PSC, found of doubtful integrity, or in a bigamous marriage are not eligible.

  • The Screening Test shortlists candidates in a 1:10 ratio to vacancies; a minimum of 40% is required to qualify

Salary, Training & Probation

The regular pay scale is ₹77,840 – ₹1,36,520, but selected candidates do not get the full pay straightaway. There is a two-year training period before regular appointment:

  • Year 1 – Judicial Academy: Selected candidates join as Trainee Judicial Officers for one year of compulsory training, paid a fixed emolument equal to half a Civil Judge’s remuneration
  • Year 2 – Law Clerkship: Six months under a Principal District/District and Sessions Judge or Higher Judicial Service member, then six months under a High Court Judge, at the same half-pay emolument
  • Regular Appointment: After a satisfactory evaluation report, the trainee is appointed to the regular post with full pay scale and benefits

Screening Test Exam Centres

Candidates must choose three centres in order of preference from: Guntur, Kurnool, Rajahmundry (Rajamahendravaram), Tirupati, Vijayawada, and Visakhapatnam. The High Court may allot a different centre than chosen, and requests to change centres will not be accepted. Written exam venues will be announced only after the Screening Test result.

  • Since the same syllabus applies to the Screening Test and the Written Exam, build strong basics in both Civil and Criminal Laws from the start — this effort will help you clear both stages
