Desktop Publishing Operator

• Higher Secondary School Certificate (any stream) from a recognized Board
• NCVT training in Desktop Publishing Operator, OR Apprenticeship Certificate under the Apprentices Act, 1961 in the same trade
• 3 years of experience in printing and publishing
• Practical knowledge of Layout Programme, Word Processing Programme, and Corel Draw
• Typing speed of 40 words per minute
• Working knowledge of Devnagri Software
• Knowledge of Konkani (essential); knowledge of Marathi and experience in essential-commodities operation/control (desirable)

LDC/Recovery Clerk, Data Entry Operator & Junior Assistant (Common Qualification)

• Higher Secondary School Certificate from a recognized Board, OR an AICTE-approved Diploma from a recognized State Board of Technical Education, or equivalent
• Minimum 6-month Diploma/Course Certificate in Computer from an IT Knowledge Centre/Computer Institute recognized by the Info Tech Corporation of Goa Limited (or equivalent recognized body)
• Minimum typing speed of 30 words per minute in English
• At least 1 year of working experience (as apprentice, or in Government/semi-Government organisation, factory, company, hospital, recognized educational institute, cooperative bank, or private establishment employing 5+ persons, etc.)
• Knowledge of Konkani (essential); knowledge of Marathi (desirable)

Exemption: Candidates holding a Degree/Diploma in Computer Science, Computer Applications, IT, Electronics, Electronics & Telecommunication, or Electrical & Electronics — along with a Trade/Course Certificate in Computer Operator and Programming Assistant (COPA) from a recognized ITI — are exempted from producing the separate 6-month Computer Diploma Course Certificate.

Age Limit

• Maximum Age: 45 Years (for all four posts), relaxable by up to 5 years for Government servants and others as per applicable Government instructions

Salary & Pay Level

• Desktop Publishing Operator: Pay Matrix Level-5
• LDC/Recovery Clerk, Data Entry Operator, Junior Assistant: Pay Matrix Level-2

The official notification specifies only the Pay Level, not the exact in-hand monthly salary. As a general reference (under the standard 7th CPC Pay Matrix that most state governments, including Goa, broadly follow): Level-2 starts at a basic pay of approximately ₹19,900, and Level-5 starts at a basic pay of approximately ₹29,200, before Dearness Allowance, House Rent Allowance, and other admissible allowances are added. Treat these as indicative reference figures only — always confirm the exact Goa Government pay fixation from the official notification or your appointment letter, since state-specific allowance rates can differ from central figures.

Selection Process 2026 — Two-Tier CBT + Skill Test

Key Selection Rules

• No negative marking in the CBT
• Minimum passing marks in CBT: UR – 45%; OBC – 40%; SC/ST/PwD – 35%
• Konkani is mandatory for merit — candidates must score at least 4 out of 10 in Konkani to be considered further, regardless of overall score
• PwD compensatory time: 25 minutes extra in the 60-mark CBT; 35 minutes extra in the 80-mark CBT
• CBT-I is common to all four posts and used only for shortlisting/screening
• CBT-II for Desktop Publishing Operator is held separately; CBT-II for LDC/Recovery Clerk, DEO, and Junior Assistant is common and held together
• Shortlisting for CBT-II: 10× vacancies per category for Desktop Publishing Operator; 5× vacancies per category for the other three posts (based on CBT-I merit)
• After CBT-II, candidates within 2× the vacancies per category (whichever is lower) are called for the Skill/Typing Test
• Final merit is based solely on CBT-II marks — the Skill/Typing Test is qualifying only and does not add to merit
• Tie-breaking: candidate born earlier gets precedence
• Department placement (for LDC/Recovery Clerk, DEO, Junior Assistant) is decided by the Commission based on proportionate representation — no request for change of allotted department is entertained

Skill / Typing Test Requirements

• Desktop Publishing Operator: 40 words per minute in English
• LDC/Recovery Clerk, Data Entry Operator, Junior Assistant: 30 words per minute in English
• The skill/typing test is qualifying only and does not count toward the final merit ranking

Preparation Strategy — Post-Wise Tips

• Don’t underestimate Konkani: Since scoring below 4/10 in Konkani disqualifies you from merit regardless of your total CBT-I score, treat it as a must-clear hurdle, not an afterthought — basic Konkani reading/comprehension practice should start early, especially for candidates less fluent in the language
• CBT-I is only a filter, CBT-II decides your rank: Since final merit comes solely from CBT-II, don’t over-invest time perfecting CBT-I beyond the qualifying bar — save your best preparation intensity for the CBT-II stage (English, Numerical Ability, Reasoning, and especially Computer Proficiency, which appears only in CBT-II)
• Computer Proficiency (CBT-II, 20 marks): Revise basic MS Office (Word, Excel), computer fundamentals, and general IT awareness — a scoring section if prepared properly
• Typing speed: Since the skill test is qualifying only, practise steadily to comfortably exceed 30 wpm (or 40 wpm for DTP Operator) rather than aiming for the bare minimum, which leaves no room for exam-day nerves
• LDC/Recovery Clerk (204 posts) will likely be the most competitive given its vacancy share — candidates eligible for multiple posts (e.g., also meeting DEO or Junior Assistant criteria) should evaluate applying to more than one, since separate applications are allowed for different posts
