Notice the application mode line — that’s not a small detail here, and it’s the first thing worth understanding before anything else.
The Application Has Two Parts, and Only One of Them Counts Legally
Candidates need to send a physical application in the Annexure-A format by post, speed post, registered post, or courier to the Joint Commissioner of Income Tax’s office in Kolkata. Separately, they also have to fill a supplementary Google Form. The notification is explicit about the relationship between the two: the Google Form exists purely for processing and screening convenience, and if anything in it conflicts with the physical application, the physical copy is what gets treated as final.
This creates an obvious trap. Someone fills the Google Form, gets a confirmation, and mentally checks the box marked “applied.” If the physical envelope with attested documents never reaches the Kolkata office by 30 September, that candidate has no application on record for legal purposes, regardless of what the Google Form shows. Treat the postal application as the real submission and the Google Form as a formality layered on top of it, not the other way around.
Who Actually Qualifies as a “Meritorious Sportsperson” Here
This is where the recruitment differs most from a standard Group C drive. Eligibility isn’t about marks — it’s about verified sporting achievement within a specific window: 1 January 2022 to 30 June 2026. Anything outside that range, however impressive, doesn’t count toward this cycle.
Qualifying achievement includes representing a State or the country at national/international competitions, medal finishes at Junior National Championships, Khelo India Youth/Winter/Para/University Games, or SGFI school events, representing a University at Inter-University Tournaments, or representing a State school team at national school games. Chess has its own separate track — GM or IM titles (Open Category) or Chess Olympiad participation count directly.
Basic eligibility on paper, though, isn’t the same as competitive priority. The selection order ranks International representation with Ministry of Youth Affairs and Sports clearance at the very top, then Senior/Junior National medal winners, then Inter-University and Khelo India University medal winners, and so on down through participation-only categories. A Junior National medal will realistically rank behind a Senior National medal in the same sport if both apply — the notification states this preference explicitly.

Vacancy distribution across sport is uneven, and knowing where the seats concentrate matters if you play more than one qualifying sport. Athletics carries the single largest share at 18 posts, split evenly between men and women. Football follows at 9, then Cricket and Kabaddi at 6 each. Sports like Bridge, Chess, Archery, Karate, and Para Athletics carry just 2 seats apiece — thin margins where even one strong competing applicant changes the outcome significantly. If your credentials genuinely span two sports, applying under the one with a wider vacancy pool isn’t gaming the system; it’s just realistic given how thin some of these categories are.

Age relaxation runs 5 years for UR/OBC and 10 years for SC/ST, but only for candidates who also meet the sports and education criteria — it doesn’t stack on top of ineligibility elsewhere. And qualifications must be in hand by 1 July 2026 specifically; a degree completed in August won’t help even though the application window stays open through September.
Selection Runs in Four Stages, Not One
- Scrutiny — applications checked for nationality, age, education, and best sporting performance within the eligible window.
- Document Verification — shortlisted candidates present attested originals before a Selection Committee. Only documents submitted with the original application count; nothing new can be introduced at this stage.
- Ground/Field Proficiency Test — an actual physical evaluation of sporting ability in the relevant game.
- Data Entry Skill Test (TA applicants only) — 8,000 key depressions per hour, a hurdle MTS applicants don’t face.
Final merit combines the achievement ranking with proficiency test marks. Clearing document verification or the field test doesn’t guarantee appointment either — the notification keeps the Department’s discretion open to reject candidature at any stage if it isn’t satisfied on suitability, even after a candidate has cleared every listed step.
The Certificate-Authority Trap
This is the detail that trips up sports quota applicants more than almost anything else, and it’s specific to this category of recruitment rather than general to government jobs. A sporting achievement certificate is only valid if it comes from the exact authority the notification names for that competition level — not any club official or coach, however senior.
International achievements need certification from the Secretary of the National Federation for that sport. National-level achievements need the Secretary of the National Federation or the State Association. Inter-University performance needs the Dean of Sports (or equivalent) of the university, not a coach or department head. Khelo India categories need sign-off from a designated Sports Authority of India officer. A perfectly genuine medal, backed by a certificate signed by the wrong official, risks rejection at document verification purely on a technicality — because the notification treats the signatory as part of the eligibility proof itself, not just a formality.
Documents You’ll Need Attested
Application Form (Annexure-A), photo ID, address proof, birth certificate, mark sheets through your highest relevant qualification, caste certificate if applicable, PwBD certificate if applicable, sports achievement certificates, a self-declaration (Annexure-B), and the properly signed sport-specific Forms 1–5 (Annexure-D). Nearly everything from serial 2 to 11 needs attestation by a Gazetted Officer — not a notary, not a self-attestation. Multiple applications from one candidate lead straight to cancellation, so if you’re unsure which post to prioritize between TA and MTS, indicate an order of preference in a single application rather than sending two.
What Happens After 30 September
The Department reviews applications, shortlists based on merit within the achievement window, and calls candidates for document verification followed by the field test. Neither date is fixed yet — both will only be communicated directly to shortlisted candidates. There’s also a quieter clause worth knowing: if the Department doesn’t find suitable candidates in a listed sport, it can redirect those vacancies to a different sport altogether. So a thin applicant pool in one discipline doesn’t necessarily mean those seats go unfilled — they may simply shift elsewhere.

Q1. I filled the Google Form. Is my application complete?
No. The Google Form is supplementary only. Your application is only valid once the physical Annexure-A form with attested documents reaches the Kolkata office by 30 September 2026 — the notification treats the physical copy as final in case of any mismatch.
Q2. My national medal was in 2021. Does it count?
No. Only achievements between 1 January 2022 and 30 June 2026 are considered, based on when the tournament or event concluded.
