The Public Service Commission, West Bengal (WBPSC) has released the detailed advertisement, dated 14 October 2026, for 1,145 permanent Sub-Surveyor posts in the Directorate of Land Records & Surveys, under the Department of Land & Land Reforms and Refugee Relief & Rehabilitation. Online applications run from 20 October to 9 November 2026, and the last time is 3:00 PM, not midnight.

The advertisement number is 22/2024 because it continues the indicative advertisement of 31 December 2024. So the age is counted as on 1 January 2024, even though you are applying in 2026. This guide, built from the official advertisement, explains the two qualification routes, the exam in simple terms, the certificates West Bengal candidates need, and a study plan, because the exam date is not announced yet.

Vacancy and Reservation Details

Category Vacancies Share of 1,145
Scheduled Caste (SC) 229 20.0%
Scheduled Tribe (ST) 69 6.0%
OBC (Non-Creamy Layer) 80 7.0%
Economically Weaker Section (EWS) 104 9.1%
PwBD — UR 35 3.1%
PwBD — SC 11 1.0%
Meritorious Sportspersons (MSP) 23 2.0%
Ex-Servicemen — EWS 11 1.0%
Ex-Servicemen — UR 34 3.0%
Ex-Servicemen — SC 12 1.0%
Total Posts 1,145

The reservation is shown as reported by the department. The advertisement gives no separate total for General (UR) posts, so do not add this table up to get 1,145.

SC alone has 20% of the posts (229), almost three times the OBC share of 80 posts, and the disability quota is 4% (46) while sports persons get 2% (23). Ex-Servicemen together hold 57 posts (about 5%), which is a lot for a Level 7 land survey post.

  • Only West Bengal candidates get reservation. SC, ST, OBC and EWS candidates of other states can apply only as General candidates and get no fee or age concession
  • OBC eligibility follows Notification No. 945-BCW/MR-23/2026 dated 18 May 2026 of the Backward Classes Welfare Department
  • PwBD seats follow Labour Department Notification dated 25 May 2026
  • The reservation for all categories except PwBD, MSP and Ex-Servicemen applies only to West Bengal candidates

Educational Qualification — Two Routes Explained

Point Route 1: Diploma Route 2: ITI Surveyor
School Level Madhyamik or equivalent Madhyamik or equivalent
Main Qualification 3-year Diploma in Survey Engineering from an institute affiliated by AICTE or the West Bengal State Council of Technical Education 2-year certificate course for Surveyor from a recognised Industrial Training Institute
Experience Not required 1 year in Survey and Settlement work using modern survey techniques
Technology Needed — Conversant in DGPS (differential GPS) and/or Electronic Total Stations (ETS)
Where Experience Must Come From — A government-empanelled organisation, or an Indian GIS/surveying company recognised under the Digital India Land Records Modernisation Programme, with at least 3 years’ experience in making large-scale maps and land records

Route 1 is simple because only the diploma and Madhyamik are needed. Route 2 is harder because the one year of experience must be from a specific type of organisation, and an experience certificate from an individual or an unrecognised firm may not be accepted. An ITI holder without a valid experience certificate should not apply.

  • All qualifications must be obtained by the closing date of online application (9 November 2026), and from recognised institutes
  • Experience means full-time experience gained within the closing date. The certificate must come from the head of the organisation or a competent authority, showing dates of employment (date, month and year), the field, basic pay and consolidated pay, and the nature of duties
  • If your result has grades and no division, mention the exact percentage and the conversion formula, with proof if asked
  • Bengali is essential. You must be able to read, write and speak Bengali, except candidates whose mother tongue is Nepali. A candidate who performs poorly in the Bengali test can be rejected

Age Limit and Relaxation (As on 1 January 2024)

Category Age Rule
General 21 to 45 years
SC/ST of West Bengal Upper age relaxed by 5 years
OBC (Non-Creamy Layer) of West Bengal Upper age relaxed by 3 years
PwBD (40% or more disability) Up to 45 years of age, as printed in the advertisement
Ex-Servicemen (at least 6 months’ continuous service) Service period is deducted from the actual age, and the result must not exceed the upper limit by more than 3 years
SC/ST/OBC of other states No relaxation; treated as General
  • Age counted only from the date of birth in the Madhyamik or equivalent certificate
  • The age rule comes from Finance Department Notification No. 1707-F(P2) dated 16.05.2026 read with No. 2619-F(P2) dated 20.07.2026
  • The West Bengal Services (Raising of Age Limit) Rules, 1981 do not apply to this recruitment

Because the age date is 1 January 2024, you must have completed 21 years by that date, which means being born on or before 1 January 2003. A candidate who turned 21 only in 2024 or later is not eligible, even though they are applying in 2026. For an ex-serviceman, a simple check is: actual age minus service period should not be more than 48 years on 1 January 2024.

Pay and Benefits

Particulars Details
Pay Level Level 7 as per WBS (ROPA) Rules, 2019
Pay Range ₹24,700 to ₹63,900
Allowances As admissible under the rules
Nature of Post Permanent

The advertisement gives the pay scale and says allowances are admissible, but it does not give a fixed monthly in-hand salary, so no in-hand figure is stated here.

Application Fee — Who Pays and Who Does Not

Category Fee
General, OBC and EWS ₹110 plus service charges
SC/ST candidates of West Bengal No fee
PwBD candidates with 40% or more disability No fee
SC/ST candidates of other states ₹110 plus service charges (no exemption)
  • The fee is paid online only, and it is not refunded or kept in reserve for another exam
  • OBC candidates, though reserved, still pay the usual fee
  • Fee payment also closes on 9 November 2026 at 3:00 PM

Selection Process — Only Paper II Decides Your Rank

Step What Happens
1 Paper I (Bengali/Nepali) — a qualifying paper of 50 marks, you need 30% (15 marks)
2 Paper II (English, Elementary Mathematics, Survey Engineering) — 200 objective questions, 200 marks
3 Paper II marks are looked at only for candidates who get 30% in Paper I. The Commission may fix the qualifying marks in Paper II
4 The final merit list is made only on Paper II marks
5 Document verification and recommendation for appointment
  • If two or more candidates get equal marks in Paper II, the older candidate gets preference
  • Marks are read by software from the scanned OMR sheet, without any manual change
  • After the model answers appear on the PSC website, objections can be filed only within the given time limit

Exam Pattern — Paper I and Paper II

Paper I — Bengali / Nepali (Qualifying)

Feature Details
Type Conventional (written answers)
Marks 50
Duration 1 hour
Qualifying Marks 30% = 15 marks
Syllabus Letter writing, drafting a report and grammar, at Madhyamik standard

Paper II — Objective Test (Decides Merit)

Subject Questions Marks Share of Paper II
English 50 50 25%
Elementary Mathematics 50 50 25%
Survey Engineering 100 100 50%
Total 200 200 100%
Feature Details
Duration 2 hours 30 minutes
Marks per Correct Answer 1
Negative Marking 0.25 mark for each wrong answer
Time per Question 45 seconds

Half of the merit marks come from one subject, Survey Engineering, so your diploma knowledge decides your rank, while English and Mathematics at Madhyamik level are the easy 100 marks that separate close candidates. At 45 seconds per question the paper is fast, and three wrong answers cancel almost one correct answer.

Negative Marking in Practice

Attempted Correct Wrong Net Marks
150 125 25 118.75
170 140 30 132.50
200 150 50 137.50
200 170 30 162.50

Syllabus — What to Study

The advertisement gives the syllabus in short form. Paper II English and Mathematics are at the Madhyamik (or equivalent) standard, and Survey Engineering is at the Diploma examination standard. It does not give chapter-wise topics for Survey Engineering, so the list below is a study guide built from the Diploma-level subject name.

Part Topics
Paper I — Bengali/Nepali Letter writing, drafting a report, grammar (Madhyamik standard)
Paper II — English Vocabulary, grammar, composition, synonyms, antonyms, correction of sentence structure
Paper II — Elementary Mathematics Arithmetic, algebra, geometry, trigonometry, mensuration (Madhyamik standard)
Paper II — Survey Engineering (suggested) Chain and compass surveying, plane table surveying, levelling and contouring, theodolite and traversing, tacheometry, curves, area and volume calculation, errors and corrections, map reading and scales
Paper II — Modern Survey Methods (suggested) Electronic Total Station (ETS), GPS and DGPS, basics of GIS and remote sensing, large-scale mapping, land records and cadastral maps

8-Week Study Plan (Exam Date Awaited)

Weeks Focus
Week 1–2 Revise Diploma Survey Engineering basics: chain, compass, plane table and levelling. Daily 30 questions in Madhyamik arithmetic
Week 3–4 Theodolite, traversing, tacheometry, curves, contouring and area-volume calculation. Algebra and geometry practice. English grammar rules
Week 5 Total station, GPS and DGPS, GIS basics, large-scale mapping and land records. Trigonometry and mensuration
Week 6 Bengali or Nepali letter writing and report drafting, one every alternate day. Vocabulary, synonyms and antonyms
Week 7 Full 200-question mock tests in 150 minutes with 0.25 negative marking. Review mistakes by subject
Week 8 Revise formulas and short notes, repeat weak topics and keep the last two days for rest

If the exam date is announced later than 8 weeks away, repeat Weeks 3 to 7 with harder questions. Keep 30 minutes every day for Paper I writing practice, since a candidate who gets less than 15 marks out of 50 is out, whatever the Paper II score.

Mistakes That Can Cost You the Post

  • Applying after 3:00 PM on 9 November and finding the form closed
  • Applying through the ITI route with an experience certificate from an individual or a non-recognised organisation
  • Not having a valid category certificate by 9 November and trying to submit it later
  • Ignoring Paper I and scoring less than 15 marks, which makes your good Paper II score useless
  • Submitting two applications for the same post
  • Carrying a mobile phone, smartwatch or Bluetooth device near the exam venue
  • Entering a date of birth that is not the same as the Madhyamik certificate
