What Is a Home Guard? — Read This Before Applying

The single most important thing to understand before applying: the notification is explicit that enrolment as a Home Guard is not a salaried government job or a means of livelihood. Griha Raksha Vahini (Home Guard organisation) is a voluntary auxiliary force that supports the police and civil administration during festivals, emergencies, VIP duty, disaster response, and law-and-order situations. Home Guards are volunteers who receive a duty allowance — not a fixed salary — only for the actual days they are deployed. Only candidates genuinely willing to serve on this voluntary basis, alongside their regular livelihood, should apply.

That said, Home Guard enrolment is still widely valued in Jharkhand and other states because it offers a formal government-linked identity, occasional paid deployment, priority consideration in some future recruitments (varies by state/context), and a genuine pathway into disciplined service — but it is not, and should not be treated as, a primary income source.

Reservation Provisions

• 50% of posts in both Rural and Urban Home Guard categories are earmarked for women
• In the Urban category, 50% of vacancies are earmarked for technically skilled candidates; if suitable candidates aren’t available in one sub-category (technical/non-technical), the vacancy is filled from the other
• Of posts earmarked for women, 5% are reserved for eligible divorced/deserted/widowed women candidates; unfilled posts revert to the general women’s quota

• Rural Home Guard: Must be a permanent resident of the same block in Deoghar district from which applying, supported by a self-attested residence certificate
• Urban Home Guard: Must be an ordinary resident of the urban area of Deoghar district applied for, similarly certified

Technical Eligibility (Urban Technical Posts Only)

Candidates for technically skilled Urban vacancies must be skilled in a technical field and either employed in a related office or self-employed with relevant technical knowledge. Recognised technical categories include: doctor, engineer, advocate, lecturer/professor, nurse, computer operator, typist, licensed driver (HMV/LMV), cook, carpenter, cobbler, washerman, barber, electrician, gardener, plumber, and similar trades. A technical proficiency certificate from the competent authority is required.

Age Limit

Candidates must be between 19 and 40 years of age as on 01.01.2026, for both Rural and Urban Home Guard posts. The notification does not specify any separate upper-age relaxation for reserved categories.

Application Fee

₹100 (one hundred rupees only), payable through the online payment gateway on the official website at the time of submitting the application. The application is considered final only after the fee is successfully paid.

Duty Allowance — Not a Salary

As explicitly stated in the notification, this is a voluntary enrolment, not a salaried government post. There is no fixed monthly salary. Enrolled Home Guards receive a duty allowance at government-prescribed rates, paid only for the number of days they are actually deployed on duty as required — for example, during festivals, elections, VIP movements, disaster response, or law-and-order deployments. Candidates should plan their finances and other livelihood arrangements accordingly, and not treat this as their sole or primary source of income.

Selection Process 2026

Conducted as per Home Department, Government of Jharkhand notification No. 5442 dated 20.10.2014, through these stages:

1. Physical Efficiency Test (PET): 1-mile race, high jump, long jump, and shot put, with sliding-scale marks; separate scoring standards for Rural/Non-Technical Urban vs. Technically Skilled Urban candidates, each with separate male/female benchmarks
2. Hindi Writing Ability Test: Qualifying only, for candidates who clear PET — 7th-class level for Rural, 10th-class level for Urban; full marks 100, qualifying marks 30
3. Technical Skill Test: Only for technically skilled Urban candidates who clear PET and the Hindi test; qualifying only; full marks 100, qualifying marks 30
4. Merit List, Document Verification, Medical Examination & Police Verification: Merit list prepared per notified provisions; certificates, medical fitness, and character verification checked before appointment
5. Basic Training & Enrolment: Selected candidates undergo basic training on orders of JGRV Headquarters, Ranchi; formal enrolment and certificate issued on successful completion

• Incorrect entries can lead to cancellation of the application, with no claim entertained
• Urban technical-category candidates who fail the technical skill test will have their candidature cancelled

• Providing false information can lead to legal action under the Bharatiya Nyaya Sanhita (BNS), besides cancellation of candidature at any stage

PET Preparation Tips

• Start endurance training now, not closer to the test: the 1-mile race carries the highest single-event marks (20) and has a hard disqualification cut-off (over 6/8 minutes depending on category) — build up your running stamina gradually over weeks, not days
• Practise all four events, not just your strongest one: since High Jump, Long Jump, and Shot Put each contribute marks too, a well-rounded routine scores better than excelling at one event and neglecting others
• Rural/Non-Technical candidates face tougher timing standards than Technically Skilled Urban candidates (e.g., 5 min vs 6 min for the men’s mile) — Rural applicants especially should not underestimate the fitness bar
• Don’t neglect the Hindi Writing Test just because it’s “qualifying”: failing to clear the 30/100 qualifying mark ends your candidature regardless of PET performance — basic revision of Hindi writing at your applicable class level (7th for Rural, 10th for Urban) is worth the time
• Urban technical candidates: keep your technical proficiency certificate and proof of employment/self-employment ready well in advance, since the technical skill test is a hard qualifying gate specific to your category
• If you have a sports achievement at state or national level, gather the certificates now — these bonus marks (up to 6) can meaningfully improve your final standing
