Domicile Requirement

Only candidates possessing a valid Domicile Certificate of the Union Territory of Jammu & Kashmir, issued by the competent authority on or before the cut-off date (3 November 2026), are eligible to apply. Selection Process — Merit-cum-Preference Criteria

Selection is Written Test only (Objective, Multiple Choice, in English) plus additional weightage points, varying by cadre level:

  • Negative marking: 0.25 marks deducted per wrong answer
  • Cadre/Department allocation is done via merit-cum-preference — candidates indicate preferences at application stage or later, as decided by the Board; once notified, allocation is final and no change requests are entertained
  • If preferences aren’t indicated when asked, the candidate is deemed to have agreed to whatever allocation the Board makes

Interpretation tip: For a District-cadre post, being a “Home District” candidate is worth 10 marks — more than double the weightage given for any other single criterion. Combined with the “no family member in Government service” and “casual worker” weightages, a candidate could theoretically add up to 20 bonus marks on top of the written test score, in District Cadre.

Reservation & Horizontal Reservation

  • Reservation follows the J&K Reservation Act/Rules and the category-wise breakup conveyed by each Indenting Department (as shown in the vacancy tables above)
  • Horizontal Reservation applies for Ex-Servicemen (for posts up to Pay Level 6E) and Persons with Benchmark Disabilities, cutting across vertical (SC/ST/OBC/EWS) categories
  • An Ex-Serviceman who has already availed Horizontal Reservation once cannot avail it again for any subsequent employment — an affidavit before a 1st Class Judicial Magistrate is required at document scrutiny
  • Reserved-category certificates must be in the EXACT prescribed format — applications with certificates in any other format will not be entertained, and the applicant is solely responsible for securing the correct format in time

PwBD — Scribe & Compensatory Time

  • PwBD candidates with a valid disability certificate can avail a Scribe and/or 20 minutes compensatory time per hour of examination
  • Required documents: Application on plain paper, Disability Certificate (self-attested), Annexure-B (Physical Limitation to Write) certificate from a Government specialist, Annexure-C (Letter of Undertaking for Own Scribe), Scribe’s qualification certificate and photo ID
  • The Scribe must be from a lower educational grade than the candidate, must not be a candidate in the same exam, and must not be a relative
  • Candidates must have applied AS a PwBD candidate at the application stage itself — this cannot be claimed later

Important Instructions

  • Candidature at the written-test stage is purely provisional — ineligible candidates can be excluded at any later stage, even after an Admit Card has been issued
  • Only ONE application is allowed per Item Number — a duplicate application results in only the latest one being considered, and appearing twice for the same Item Number leads to cancellation and debarment
  • Banned items in the exam hall: mobile phones (even switched off), smart watches, smart glasses, AI-enabled devices, Bluetooth devices, pen drives, or any communication/storage device
  • The exam process includes physical frisking, DFMD scanning, biometric capturing, facial recognition, and Aadhaar authentication — applying implies consent to all these security measures
